SIR: Kerala Assembly passes resolution seeking removal of CEC Gyanesh Kumar
Oct-12-2026

The Kerala Legislative Assembly passed a resolution seeking the removal of the Chief Election Commissioner Gyanesh Kumar. The state assembly is the first in the country to adopt such a resolution urging the Union government to remove Kumar from his position. The resolution was moved by Chief Minister V D Satheesan in the 140-member assembly. The ruling Congress-led United Democratic Front (UDF) and the Opposition CPI(M)-led Left Democratic Front (LDF) supported the resolution, while Bharatiya Janata Party (BJP) objected to the contents of the resolution and proposed amendments, but they were rejected.

The Resolution contended that there were serious concerns regarding the voter roll revisions, the disenfranchisement of eligible voters, and the impartiality of the Election Commission, all of which cannot be ignored. It sought addressing of the alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls and immediate restoration of the voting rights of all eligible voters who have been wrongfully excluded. The Assembly also proposed that the appointment panel for Election Commissioners comprise the Prime Minister, the Leader of the Opposition in the Lok Sabha and the Chief Justice of India, arguing that this structure would strengthen the poll body's independence.

The resolution stated that the alleged exclusion of eligible voters raised serious concerns about democratic rights and the integrity of the electoral process. It claimed that lakhs of voters were removed from electoral rolls during the SIR exercise without prior notice. After the resolution was passed, VD Satheesan said the right to vote was fundamental to democracy and that no institution could be allowed to undermine citizens’ constitutional rights. The resolution comes amid a growing political controversy over the SIR exercise, with top Congress leader Rahul Gandhi spearheading an aggressive agitation against the official.
